Building a vision for water resources management in the Mekong River Basin to 2050
On March 6, 2023, Deputy Prime Minister Tran Hong Ha has just signed and promulgated Decision 174/QD-TTg approving the Master Plan for the Mekong River Basin in the 2021-2030 period, with a vision to 2050.
The goal by 2030 is to strive to achieve some basic targets of the Master Plan, including: 100% of cross-border flow monitoring positions will be monitored automatically and online; 100% of inter-provincial water sources have their wastewater receiving capacity and load capacity announced; 100% of works on exploitation, use of water and discharge of wastewater into water sources are monitored for operation and connected to the system according to regulations; 100% of lakes, ponds, lagoons, canals and canals that are not leveled according to regulations must be announced and strictly managed; 50% of water sources subject to establishment of water source protection corridors are marked with landmarks according to regulations; 100% of urban wastewater is treated to meet national standards before being discharged into the common water source and drainage system.
The master plan also aims to manage and regulate the amount of water that can be exploited and used throughout the basin with a frequency of 50% of about 128,241 million m3, equivalent to a frequency of 85% of about 118,091 million m3, of which water is can be exploited and used from outside the border (at the hydrological stations of Tan Chau, Chau Doc) with a frequency of 50%, about 111,200 million m3, equivalent to a frequency of 85%, about 102,200 million m3 to meet the demand of water exploitation and use by 2030.
In addition, the plan aims to control activities of exploitation, use of water, discharge of wastewater into water sources in the Mekong River basin through the connection and transmission of information and data about the exploitation monitoring system, use water, discharge wastewater according to regulations.
To supplement and build new water storage and storage works to artificially replenish underground water, regulate, exploit, use and develop water resources to ensure multi-purpose, in accordance with this master plan and other relevant specialized plans, with priority given to 28 sub-regions suffering from freshwater shortages in 120 sub-regions of integrated water resource management.
