Start research to build the National Green Cooling Program
On May 11, in Ha Noi, the Department of Climate Change in collaboration with the Southeast Asia Energy Transition Partnership Program (ETP) held a workshop "In-depth study and survey to develop the National Green Cooling Programme".

 

          Mr. Nguyen Tuan Quang, Deputy Director General of the Department of Climate Change and Mr. John Robert Cotton, Managing Director of the Southeast Asia Energy Transition Partnership (ETP) Program co-chaired the workshop. Attending offline and online were representatives of 70 businesses, as well as banks, associations, domestic and foreign research institutes/schools.

          According to Deputy Director General Nguyen Tuan Quang, in-depth study and survey activities to build the National Green Cooling Program are within the framework of the Memorandum of Understanding between the Department of Climate Change and The United Nations Office for Project Services (UNOPS) signed on June 21, 2022. The two sides agreed to assess the current state of technology, market status and international/national policies for the cooling field in Viet Nam. From there, propose a plan to develop a National Green Cooling Program to promote the transition to high energy efficiency and low carbon technologies, and at the same time enhance energy saving in the cooling sector.

          Mr. John Robert Cotton, Managing Director of the Southeast Asia Energy Transition Partnership (ETP), shared that the cooling sector is an important component of Viet Nam's economy and is expected to grow rapidly in the coming years. At the same time, the sector contributes to greenhouse gas emissions and can negatively impact vulnerable groups, including women, children and low-income households. The process of developing a national Green Cooling Program will assess and reflect the impact of increased cooling activities and GHG emission reductions on vulnerable groups, ensuring a gender-balanced and inclusive approach.

          The program is also in line with Viet Nam's greenhouse gas emissions target by 2030 and its net-zero emissions commitment by 2050, ensuring that the proposed strategies and interventions are consistent with common national goals.

          At the Workshop, the delegates discussed the implementation plan and the participation of stakeholders in the development of the National Green Cooling Program. The units will carry out research activities in 12 months, from February 2023 - February 2024. The results will provide necessary data for the Ministry of Natural Resources and Environment to use in the development of the Management Plan to eliminate ozone depleting substances, controlled greenhouse gases and submit it to the Prime Minister for consideration and promulgation in 2023.
