      * Planning – an important basis for land resource management

      According to the evaluation results of the implementation of the master plan, the land use plan 2011 - 2020 shows that, every year, the land fund is allocated and restructured to to promptly meet the goals of socio-economic development, defense and security. For example, over the years, the agricultural land fund has met the requirements of ensuring national food security, protecting and developing forests. The land fund for industry, services, infrastructure construction and urban development has been expanded, gradually meeting the requirements of accelerating industrialization and modernization of the country and the demand for urbanization. The unused land has basically been put into use.

     Planning the land fund to meet the needs of the development of industrial parks, export processing zones and economic zones; trade - services, infrastructure construction, urban development and new rural construction continue to be expanded (in 2020, land for the development of industrial parks will increase by 18.81 thousand hectares, land for development of industrial parks will increase by 18.81 thousand hectares, urban areas increased by 510.92 thousand hectares, land for infrastructure development increased by 176.63 thousand hectares... compared to 2010), meeting the requirements of accelerating the process of urbanization, industrialization and modernization of countryside.

     In particular, land use planning and plans are the basis for land and forest allocation, preventing forest degradation, restoring and protecting watershed protection forests, zoning for reforestation and economic afforestation; improve and protect land, reduce land degradation; biodiversity conservation; environmental protection and sustainable development, adapting to climate change, meeting the requirements of sustainable development of the country.

     * Need to forecast demand close to reality

      However, in the process of organizing the implementation of the master plan and land use plan, there are still some shortcomings and inadequacies, which need to be carefully considered in order to develop a draft for the national land use planning period 2021 - 2030, with a vision to 2050, eliminating the limitations that happened in the previous period such as: Due to the socio-economic situation in recent years, our country in general and each locality in particular have faced many difficulties, greatly affecting the implementation of the master plan and attracting investment and capital to carry out the projects; a number of national-level works and projects using capital from the central budget have not been implemented or implemented on schedule (such as Long Thanh International Airport, a number of North-South expressways, coastal ring roads, ring roads of key economic zones, universities, etc.) should affect the implementation progress of land use master plans and planning.

     At the same time, the development of industrial parks in recent years still has shortcomings and inadequacies such as: The planning and development of industrial parks lacks consistency on an inter-regional and inter-provincial scale; have not yet considered synchronously with urban development planning, rural residential areas, socio-economic infrastructure; the allocation of land for industrial parks in many places is still not reasonable; The rapid development of industrial parks in some localities in recent years has put great pressure on the environment and social infrastructure to serve industrial park workers.

     The assessment and forecast of land use needs of a number of works and projects in the planning period, land use plans are not close to reality in the economy of the developing country; The determination of targets and area sizes of a number of works and projects in the master plans and plans on land use is still high compared to the local implementation capacity due to the lack of scientific arguments, so the quality land use planning and plans are limited and the feasibility is not high.

     There is a lack of feasible solutions to implement the land use planning, especially the lack of adequate investment capital due to the huge demand for investment capital in technical infrastructure projects while the budgets of the limited locality; The work of compensation, site clearance and resettlement support when the State recovers land takes a long time, so it greatly affects the implementation progress of the approved project in the master plan.

     The inspection, supervision and assessment of the implementation of master plans and plans on land use has not been comprehensive and serious, especially the management and use of land according to the approved planned targets. The monitoring work is mainly through reports of specialized agencies; resources, technical means and tools for monitoring are still inadequate and outdated, and high technology has not been widely applied in supervising the implementation of master plans and plans on land use in order to ensure objectivity.
