Improve land institutions and policies
That is the direction of General Secretary Nguyen Phu Trong at the 5th Central Conference (term XIII), which is taking place. The General Secretary requested to be fully and properly aware of the entire people's ownership of land, with the State acting as the representative owner... On that basis, perfecting institutions and policies, promptly removing obstacles problems in the management and use of land, ensuring harmonization of the interests of the State, people and investors.
General Secretary Nguyen Phu Trong emphasized that land is a special asset of the nation, a basic means of production, an extremely valuable resource, a source of life for the people and a great resource of the country, owned by the entire people, represented by the State and uniformly managed.
According to General Secretary Nguyen Phu Trong, land is a very large, basic, very complex, sensitive, especially important field for the stability and sustainable development of the country. There are still many different opinions.
"I have repeated many times Marx's saying: "Labour is the father (of material wealth) and the earth is its mother"; many people get rich thanks to the land, but there are also many people who are poor because of the land, even go to prison because of the land, losing the love of father and son, brothers, and even comrades for the land ... ", General Secretary noted.
Therefore, summarizing the implementation of the Resolution of the 6th Plenum of the Party Central Committee, term XI on land, is a necessary requirement in order to implement the Resolution of the 13th Party Congress, continue to renovate and perfect institutions and policies promptly remove obstacles in the management and use of land. At the same time, ensure the harmonization of the interests of the State, people and investors, create new resources and motivation to strive by 2030 to become a modern industrialized country with high middle income; and by 2045, it will become a developed, high-income country.
At this conference, the General Secretary suggested that the Central Committee focus on clarifying and asking a series of questions such as: Why has land resources not been fully promoted to become an important internal force for socio-economic development? Why is the use of land wasteful in many places with low efficiency? why is corruption and negativity related to land slow to be repelled?; Why is the number of complaints and denunciations related to the land sector still numerous and complicated? Why is the real estate market unhealthy, unsustainable and potentially risky?...
What are the reasons for the views, guidelines and policies stated in the Resolution and the shortcomings of the 2013 Land Law? Where is the lack of provisions under the law; Are there too many overlapping and conflicting regulations? And where is due to the weak implementation of state management agencies; due to insufficient awareness and lack of strict sense of law enforcement?...
On that basis, the General Secretary proposed the 5th Central Conference (term XIII) to discuss and propose guidelines and orientations to continue renewing and perfecting institutions and policies on land; Pay attention to issues that are currently entangled or pressing in society and contents with different opinions.
The Party leader suggested issues such as: How to fully and properly perceive the entire people's ownership of land represented by the State; powers and responsibilities of the State with respect to the position and role of the owner's representative, performing the functions and tasks of performing the unified state management of land and being the subject of land use; undertakings and policies on land, especially on master plans and plans on land use; on land allocation and land lease; on support, compensation, resettlement and land recovery; on land finance, land price determination and real estate market development; on the regime of management and use of agricultural land, land derived from state-owned agricultural and forestry farms and land for religion and belief; The state management of land... needs to continue to be renewed and perfected properly, to suit reality and meet development requirements in the new period./.
