Forming an advanced mining industry
The Government has just approved the Strategy on Geology, Minerals and Mining to 2030, with a vision to 2045. One of the important objectives of the Strategy is to form an advanced mining and mineral processing industry.

                 Completing geological survey

The Government has determined that the overall objective of the Strategy is to basically complete the geological investigation and assessment of strategic and important minerals in the mainland; surveying geology and minerals in coastal waters and islands; detecting and investigating minerals in deep sea and offshore areas; investigate other geological conditions in order to meet the needs of socio-economic development, national mineral reserves, national defense and security assurance, and natural disaster prevention and control.

Exploration to meet mineral exploitation and use needs by 2045 for minerals: coal, uranium, titanium - zircon, rare earth, apatite, copper, nickel, tin, bauxite, glass sand and some minerals other property; balance between exploitation and national mineral reserve for a number of strategic, important and large-scale minerals (uranium, rare earths, apatite, bauxite, titanium, coal, white sand, white marble) as the basis for sustainable socio-economic development.

Specifically, Viet Nam strives to complete 85% of the geological and mineral mapping area by 2030 at the scale of 1:50,000 of the mainland; complete investigation and assessment of mineral potential in promising structures in the North Central and South Central regions.

Investigate, evaluate and map geological hazards, environmental geology in the mountainous and coastal areas of the Mekong Delta; survey and mapping of geological heritage nationwide; complete investigation and mapping of environmental geology of areas containing toxic and radioactive minerals; survey and evaluate sand, gravel and construction materials in river basins.

Complete geological investigation, evaluate mineral potential in coastal areas with potential placer minerals and construction materials; geological investigation at the scale of 1:500,000 in some deep seas and adjacent international waters, associated with the search and discovery of deep-sea minerals (concrete, iron-manganese shells, gas hydrate...).

Regarding minerals, reviewing and delineating national mineral reserve areas (coal, apatite, chromite, lead-zinc, titanium, bauxite, iron laterite, white marble, white sand, rare earth) must be based on results of basic geological surveys of minerals, in compliance with current legal regulations; balance between planned use demand and long-term reserve for socio-economic development, defense and security assurance, and environmental protection. Exploration activities comply with the planning, suitable to the potential of each type of mineral.

Development of technology and level of exploitation and processing

Regarding the mining industry, mineral extraction and processing activities comply with the planning, use advanced technology and equipment, suitable to the potential of each type of mineral; maximum recovery of useful ingredients, control and environmental protection. Striving to 2045, Viet Nam will form an advanced and modern mining and mineral processing industry associated with a circular economy model, a green economy equivalent to advanced countries in Asia.

For minerals with large and concentrated scale and reserves, mining projects must be associated with deep processing projects using advanced technology, modern equipment, and sustainable environmental protection.

Research and use advanced technology in exploiting construction materials at the foothills of hills, mountains, along national highways and provincial roads to protect landscape, environment, security and national defense.

Viet Nam will also gradually form mineral processing industrial parks with advanced technology, with a scale commensurate with the potential of each type of mineral, in sync with regional infrastructure development; to step up the development of mining and processing projects for a number of bauxite, titanium-zircon, rare earth and nickel minerals.

Complete the comprehensive transformation of technology and equipment of small-scale mining and mineral processing and stone processing establishments to ensure safety and reduce environmental pollution by 2030; Develop technology for deep processing of minerals on the basis of promoting internal resources, promoting cooperation in scientific and technological research, technology transfer, training and development of human resources in geology and minerals in order to mainly serve the needs of the economy.
